DBC Editor Program?

Hey there,
I can't find a working DBC Editor for Arcemu. Basically I'm looking for what I believe is called dbceditor.exe or any good DBC Editor. I'm pretty sure I used to use something simply called DBC Editor that worked really well, but all the download links I see are out of date. Anyone have a link to it or something like it? Or can they upload for me and others?
