Well.... depends on a lot of things.

1. Is your web page hosted from your home or with a hosting company?
2. Are the ports for your web page forwarded through your router properly?
3. What program are you trying to use for allowing your web pages to be published?
4. What type of errors are people getting while trying to access your site?

More information other then, "how to make website public" would be good.
