A repack is essentially developed by someone who pulled the readily available open source code from an emulator project, compiled it themselves, and "repacked" it for easy setup and use. Get familiar with svn and git. Pull the source code yourself from any emulator project (i.e. ArcEmu, MaNGOS, Trinity). There are guides all over the place that explain how to do this.
Now if you're looking to pull custom content that the author of the repack has added to the repack (i.e. core patches, custom content in the database, scripts), the only way to get it is if the author releases it to the public as stated above.

You can take the database but you cannot access any scripts unless its LUA.a
