is WoW needed to run a private server?

thats the basic question, is the game world of warcraft needed to run a private server? cause mySQL wont start on my normal pc, so i am deciding to run it on another pc without wow..

No it's not needed to run a server.

you do need the maps and DBC files extracted from wow unless you want to get them from somewhere else.

but no you do not need it to run a server.
