Setting Heroic Mode Below Level 70?

Hello I was just puzzled on how to set Heroic Mode for levels 69 and below. Once you hit 70-80 you get the option to set instances for heroic mode. How would I be able to edit this and allow like levels 69 and below for heroic mode instances? Thank you for reading
