I need help with my private server, as in creating malls and custom things

i have a private server that is mostly working but i want to start making some malls in it and custom vendors and things, i also wanna edit the map. its going to be a public private server as in over the internet (for my brother in another state) idk what to do to edit the map and add items other than doing it the long way as in finding the code and having the character stand where i want it but is there another way? its the newest version of wow.
i see noggit running around but i see it doesnt work for the new wow version, ive been on private servers where they have custom areas and stuff i really wanna know how to do that just for fun, please help me =)

Look up a LUA tutorial, there are dozens of them. Or go to http://arcemu.org/wiki/index.php?title=Lua if you think you don't need an in-depth guide.
