How do you setup a local?

Hai thair guys.

First of all, im not good at English, so don't mind a wrong spelling word or two.

I've been reading on these forums, but can't find a solution. The only thing I want, is to make a local server, where only I am, conjure things up with commands and explore the world.

I saw a lot of editors and C++, in general just a bunch of nonesense for a newb like meh.

Is there anyone, of you PRO-ppl, who knows a good, simple guide for what i need? If its already posted, can you link?

If you want ArcEmu, this is the place to go:
