Between those patches will receive small updates like 5man instances release and item updates. Also new quest will be added weekly. New patches always role out on a tuesday. The times are not exact but will be no longer than the time shown. Other zone will be added in the small time. Bigger patches might also be between some ( Zone changes, new pets, new mounts, new zones ) We will have updated pages for each patch going into details about it and what the release date might be. Weekly bug updates will also be on tuesdays.

I personally don't know if this is a good server outline as you haven't provided that much information about the server itself (rates, expected population, type and so on). If you provide some more information we might be able to provide some better insight.

It dont sound too bad, but dont aim for custom patches, they wont be loved by the players.
