I have core2duo 3ghz with 4gb of ram running on 64bit os and speed test on speedtest .com is about 10-30mb but some how when i run my privite server and play on it i get lag spikes going off the charts.

It really depends on:

What it is, as in, ArcEmu, MaNGOS etc.
How many players.
What scripts are running
And you shouldn't even get lag spikes on localhost.

max player is 100, but i am the only one in it when it lags

Is it FPS lag as in, low frame rate, or is it spell casting lag?

no just lantacy fps is fine. i like to add when my friends log on it is fine. theres no lag or anything however if i log on the whole server lags i start lagging and friends start lagging

maybe you over run your CPU with alot of programs running at the same time? i got people on my GM server via Hamachi and i never lag.
