1. There are many guides on the forum, im not going to write a whole one just for this thread. Take a look at the guides section. Its a big help.

2. You will be able to find a account creation page on this site under releases, it might take a bit of looking, but they are there.

3. When you set up MySQL - Allow connections from remote users needs to be ticked, or if its a preinstalled MySQL, you need to use a database editor like Navicat to create a new users for people from a different host to connect with.

To do this you will need to connect to your MySQL using navicat, when you are connected press "Users" and then go to create a new user, ticking all the boxes as you wish to grant them permissions, when it comes to username and password, use something memorable. And for the host leave it blank.
