Binding IP for Apache!

i can not get my apache program to open so i can atleast have an account creation page... on top of that i need to know how to use my i think external IP to connect to it so people can just create accounts and play... instead of me manually doing it.

You just open Apache.exe, or what it might be called for you, make sure you have forwarded ports to your local ip, and then others should be able to access it

P.S - Make sure you have a acc creation site first.
