Thats a hell of a question... but for the most part... the only way i know of to get NPC's casting spells (w/o major bugs) is to use custom LUA scripting... Though i could be wrong... its been known to happen before.
ai_agents allows you to make npc's cast spells.
Entry = npc id, spell = spell id, chance = % chance to cast it and theres different types/flags for different spells, try it out.![]()
