[Help] How to make server announcements

Hey guys i have a question about how to make your server announce stuff without a gm/admin doing .announce. (Example: The server says " Talk to the starting npc to get started") I have no idea if its in the DB or in scripting plz help

Also in the DB there is a table called worldbroadcast i do believe and in there you add the id, put the text you want in the announce and how often its in milliseconds i do believe (Dont hold me against it though) Then you go into the world config and scroll down to where it says Broadcast Intervals and change that to what time you want. Again in milliseconds.

If you go to arcemu.org, in the wiki, if you click windows setup, if you scroll all the way down, it has a area about restarters, get one and config it and it will announce and start events when you need.
