Attempting to make an arena private server(few questions)

Hey there, I'm fairly new to the emu scene and am still trying to figure out everything. My current goal is to get an arena tournament like private server running where there are working arenas. Are there any current servers or repacks that are in this line of thinking?

My second question is in regards to dedicated hosting, what type of specs should I be looking into as far as getting a dedicated server to run with?

Third is in terms of staff, is there a place where I can ask for people willing to sign on with this project? I've been looking around the past few days for a server that really matches what I and most other players enjoy in wow(rated arenas), and feel like if it isn't out there already someone should be trying to get it out there, and since I am very new to all of this I could use all the help I can get.

1. Not sure if anyone has a repack/anything setup for this.

2. Well. Aslong as you have a good internet connection (considering only the server will be running on it) and a pretty basic computer should get you started.
