Yes, it has to look like that.

Then go to your realms.conf or arcemu-realms.conf and put this for your realm..

<Realm1 Name = "[Server Name]"
        Address = "[Your DynDNS IP]:8129" 
        Icon = "Normal"
        Population = "1.0"

Also, make sure you firewall isnt blocking incoming traffic connections, otherwise no one can connect to your server. You can check if it is by going into Control Panel > Windows Firewall > Exceptions. Then open all the ports mentioned in one of the replys to this thread as TCP and UDP.

Then if you have another firewall such as McAfee, then go in there, select Configuration, Internet and Network, Advanced Options, Then you will see a privelage scale down one tic mark. Then select Allow Full Access. Then at the bottom of that page select "Allow ICMP ping requests".

Then you should be good to go!

Still gets stuck at logging into game server /= and yes my firewall is disable, this is such a headache lol
