Announce Bot..?

Ok, it only took me a few months, but I finally got my server; Demon Blood, public.
I have been on a few servers where all of a sudden the server would announce something. For example, on Exigence, every once in a while it will say..

" >> Exigence - Notification < < GMs do not give out items, levels or gold. So do not ask."

or something like that. Is something like that done through an LUA script?
