Prob with Char Spells

Each time you cast a instant cast spell then use a cast over time spell it says that the spell still has to go through its cooldown. But it comes up as the spell is in fact ready to be casted. This is a pressing problem we have to fix, ppost a reply,

I've never had this problem, try update your core and it should work.
