Custom GameMaster Ranks

Hello, can someone help me or make a guide telling me how to make a custom GM rank so i can choose what players can do or not ( not deleting npcs ect only adding items ect) this will help me realy mutchs

do you know how to make it so they cannot do a command because i didnt put kill in but they can still do it
