Can you say me how to create accounts. I did the page but on the page show me the server is offline. I try to create account by the command but don't work pls tell me how to fix that

However I fixed that but now I have other problem. MySQL have error and the apache to. When some one else try to connect my server he can't join.
The error is "Can't find the messagefile errmsg.sys". How to fixed that ?
