Can it be a common mall(botH alliance and horde)? I mean is Karazhan a Sanctuary? I am sorry, I am just developer, so not really good In-Game, thats why I am asking.

Class, profession, bg master and banker is horde only. Vendors however isn't. So yea, it is possible but you got to remove those and spawn alliance versions. No, karazhan is not a sanctuary.
