Well i have just tried this on a live server and it does not work, clicking the deck does not bring up the quest info, have tried it with onyxias head aswell and that did not work either,

tried another quest item and whilst the quest log said i had the item, it would not let me complete the quest

well what settings should i do in Ce before i search , what value type should i search , should i check hex? if not .. isnt working for me ... i got one or 2 results and if i change them nothing happens ... another interesting item : 31345 is tthe item that starts the quets for green or purple illidari tabard

I tried and i didn't get it to work. When i click on Deck nothing happens (tried on Ascent 3.

It still works and its used sometimes to get other quests with it with WPE.
Maybe its hotfixed at your server cause i've seen one (only) server in which
this exploit didnt worked..
