it is because i have been on a few servers that have it setup where you points increase and keep increasing over the max amount of stat points

that can be done maxing up the lvl cap :P

on my server you login and your 80
so you hav no talents

thats the problem better set it to start at lvl 1 nd do a instant lvl 80 quest that will give you 250+ talents points

player.cpp, that is where it defines how many you get on start

ok le froid already told you its on player.cpp but for you to edit the .cpp first you need to compile an ascent yourself
