[Release] Ascent starter / manage

Hello
I was kind of bored, and sick :|, so I made an ascent thingy.

Place it in your ascent folder and then when you click on it, it has options to edit configs and to start files.

Hey, definately +Rep for the sole fact that you released it. one thing though. I just tried it with my 2.8, and it's not working. It'll launch, but it doesn't auto restart. much appreciated for the effort man.
