Mobs and their spells , got a question!

Ok i was just wondering if it was possible to add spells , to new monsters (custom) and to already existing mobs , like i would like to add charge to the footman in stormwind and mortal strike to the orgrimmar grunt , can anyone explain me if this is possible , as clear as possible ...Please and sorry about my poor sucky english.

Well anyway ... i hope i get reply but even if i dont .. i wish everyone a good night
