How do I remove the level required to learn Expert, Artisan, and Master Enchanting +rep who ever tells me first =P

Lol i know how to do this ha but it onyl works as admin or gm.

Edit: well its a bit different then what u say lol. it adds enchants to any weapon. ha its insane lol. but really good.
