Uhh.. i think i know the problem. His services arnt running. I just got the same connection error like i do trying to connect to his website. And my host computer is off atm.

He needs to right click on wamp and click run MySQL service. or Apache service. W/E hes using.

Edit:
Scrap that first bit, make sure 3306 is forwarded and that the php file reads the database with the correct format
Personally I don't like AC Web, also check your hosts file and make sure it is right (Dunno if it actually matters though)

hmm the MYSQL wont start up but the other one does
it just wont start i try to start it but it just dont idk why

well thens theres your problem
start it manually in the wamp folder by clicking the start MySQL service BAT file

when i open up the file it doesnt show the start MYSQL service bat all i see it Intsal MySQL service

edit: ok now apache or mysql wont turn on
edit: nvm now apache has come online but sitll no MySQL

and when i try to instal it all it does is pop up then close real fast

I think its a port in the config files that i change when i made server public
