I have one chargeback becuase their bank canceled it... but only had this problem once. I actually told paypal they are donating to support the server (website, vent and any other thing donations pay for...) not specifically for items. I send them a link to my donation terms, and send excerpts of it as well.. so far they are still reviewing it.
My partner and I had talked about something like this, however it's not really cost efficient...
Say you buy 50x mouse pads, at $0.79 each (Thats the price we were quoted), you'd be paying $65.01, not including shipping to the people you're mailing too.
The issue isn't so much the amount thats been charged back, as that can easily be proven through server logs (We've integrated our donation system into vBulletin, and are using their log system to create raw logs), but the claim itself.
Paypal generally does not remove that you've had a claim, even if the claim is unfounded, and is proven to be a scam on the other buyers side.
Or you can invest about $30 in a label printer (Paypal has a list of them) and order a box of envelopes from the US Postal Service (For Free) and simply print out the shipping labels directly through Paypal giving you an tracking number therefore being covered by their Protection Policy and all you have to do is go outside to your mailbox and drop them in.
So it would run you about, 30+~3xDonation. To get this type or protection this is what I used on my server for a while and if you have a few donations from one person over a week or so you can simply send 1 shipment and make a note on the other ones.

Problem is, Paypal counts 'claims', not 'proven claims'.
If you get enough claims, your account is locked, even if they were disproven.
Thats why you call them up and they unlock it.

They do not unlock after a certain # of amounts.
It is their policy, which you can look up in their terms, as well as ask their reps about.
This is what you do. You make a paypal button for your site and have a donations policy that illegalizes refunds and they must click that page before donating, afterwards, they go to donate and the paypal button and voila, if they chargeback then tell them to check the site and see that they had to click that they agree they cannot get a refund.
