Actually it doesn't all the time; in vietnam (communist) where some of my relatives live it's extreamly expensive for internet though. At 10mbit they were still getting about 400ms at the very best and 1k in battlegrounds/arena was normal. It would be much reduced if blizzard actually decided to host somewhere in Asia rather than hosting Asian servers in America.
