cooldowns screwed up

ok i was messing around with my new server and i foudn out that say if i blink and it cools down i ahve to wait like 20 more seconds after the cooldown this happens for every spell how do i fix this if any one wants to help me in-game pm and ill make you a gm if you can fix this

I would probably say thats a core bug, compile or download a newer (or later if newer still has it) core.
