Anymore information like is MySQL working or is the PHP extension working...? Need to know more...

Post the config files in a code box so it does not overflow the page and i will take a look at them.

The site config files have little to do with that error.
I had that error too, when my .htaccess file mentioned an extension I forgot to install. Make sure that your .htaccess file, if any, doesn't have that kind of stuff. Or just delete it completely and use the Apache config to set access
