Acceptable Arguements for RegisterQuestEvent

I've seen this used but can never find any documentation for howto use it.

I know that it goes
RegisterQuestEvent(QuestID,?,"Function")

And i know that ? is an integer.

But do the values stand for and what event type does it refer to?

1 is when the quest is completed
2 is when the quest is started
I think thats correct, But im not 100% sure

So i guess that is a reason why there is no documentation.
