how do i make a npc talk

i need to make a npc talk gossip talk so the can start the quest i mean i made the quest and put it npc 540000 as the starter and ender but when i spawn here i cant start it i restarted server and everything so i was think maybe i need to make the npc talk so i need some help here plz

i will +Rep who every tells me how do fix the promblem or add gossip or givea a link

did you set his npc flags as a quest NPC?
