Making website public

How the hell do I manage this?

I've tried everything, I swear. How do I get my server on wamp to be accessable by a DNS or somethin? I hear people use No-IP for their websites but I have no idea how to get this crap working. +rep for anyone who helps! thank you ._.

Go to no-ip, create a new account, and create your free DNS to point at your external IP.

Or any site that sells domains. I hear .org is quite cheap these days
