    Need help with vendors!

    I'm populating Halaa with some vendors and I'm wondering what the best .mod faction to make them? When I use 35 they are fine when the server is up but when I restart or shutdown they appear in random places like they've been fighting something. Whats the best universal faction mod that will let them all get along nicely?
