[Help] Can't access certain server webpages

When i try to go to websites with an address like this

www.website.servegam.com

or like this with numbers:

http://12.34.56.78

All I get is "Internet Explorer cannot display this webpage"
Ani1 know how to fix this?

I get this occasionally and I think it's because some of them aren't actually up at that time.

As JimFTW said, the server isn't up at the time. Or the server doesn't have a webpage with that IP.
