[Need Help] Spell effect to Item

Im looking to bind a visual spell effect to an item. For example lets say I want to add spell 43184 Headless Horseman burning(Cosmetic) Base, to a pair of boots so that when equipped it will give the spell effect on the character. I have seen this done with lots of armor on pprivate servers but I still havent yet figured out how to add it to items of my own. Any insights?

in the table items put

spellid_1 : spell ID (43184 in your situation)
spelltrigger_1 : 2 (on equip)
