Make custom portals/ Warp NPC (with program)

Ive tried multiple guides and when i try to make my own portal i get the recall spell. But last time i set up a server there was a program that changed it for you and that worked. i also had a program which you could fill in NPC warp info and it would give you a script at the end to put ins cript bin to make a NPC teleporter. Anyone know where i can find these

LUA scripted portals work ok, Gastricpenguin has a real good guide followed that and it worked perfect.
