deleting hidden cooldowns in items?

in certain items (hourglass of the unraveller, and others) there are hidden cooldowns that will make the item not proc more than 1 time in x amount of time. is it possible to take those off the item?

that would mean removing the spell, and finding another that does the same but no cooldown and adding that or editing that spell which i would not suggest.

If you're talking about procs, you can edit everything using a simple C++ module.
If you're talking about on use, it's in the SQL.
