I think that would help even it out but at the same time I think you should still get exp at 85 for killing things on Old World. Maybe like 5% of "At level" exp. That way running the old dungeons would be fun and still rewarding. Instead of old crap gear dropping from raids maybe just a small amount of justice points and a new interface for the Raid Leader where you can turn on or off "badge rewards" or "loot rewards" that would give players the chance to revisit old content at level 85 to have fun.
