[help] error message after purchasing 10 times pokecoins

I purchased 10 times in one account and got refunded that 10 times too. After that i made a new google account with the same Paypal and i got the message of the following picture



Message says: Can´t complete transaction at the moment. Try it later

Are you charging back on purpose? You know its possible for them to block accounts that do this?

Idk, what is the purpose of this? If you're only charging back to "hurt" niantic, just don't do it. Not familiar with legality of it, but im pretty sure they can take legal action if you keep doing this.

Look, im just asking for help to that message error not looking for therapy. If you´ve got no answer to fix what the image shows please shut up

PS: They can not do anything against a legal method offered by Google
