PTC accounts are not illigit themselves and have no increased chance of being banned compared to a google account. However, if it was botted on I would just assume I can play on it until it gets banned and not count on it to be available forever.

I'd advise against buying any botted account at this point, simply because it's not clear, if there's a way to bot safely. Currently, every single 3rd party tool that connects to Niantic servers can be detected and is therefore at risk of getting banned.
