is there a sniper site that lists the more basic pokemon?

example:- Ekcans, Eevees, magikarp.

i imagine there isn't but i am curious,

Not really a sniper site, but you could try and use Pokemon Radar GO. It's based on user input, and you can check anywhere in the world - say, Central Park, NY. Usually 500+ Pokemon to be found there, many common ones. :P I used this site quite a lot for candy sniping.
