IV - Is it just luck? Same IV for different people on same catch? How to find 100%?

Is getting 100% IV pure luck or is there special places to hunt for them?

If me and a friend click the same spawn, will both our pokemon be the same IV or will it be different like the CP?

Im level 32 and so far have only 2 100% IV pokemon, a guarados and an eevee. My gyarados is only 2400CP atm though.

CP is Random for every player

From what i've seen when watching my bot auto-snipe, it appears to be around the same IV percentage, i've seen it very from +5% to -5% IV, it could probably vary more.
