To evolve or not to evolve - help with IV

So the bot shows:

CP 1004/1009 96.79% perfect lvl 20 Arbok
CP 1902/1920 93.04% perfect lvl 25 Gyarados

CP 2409/2650 26.59% perfect lvl 26.5 Dragonite


Should I put my resources into Arbok and Gyarados and not Dragonite right?
from what I understand, even though dragonite is 2409 it is a weak pokemon ?

difference between 95 and 100 not so much. Average 100cp. Depend what poke.

yea I get that but based on my example, should I dump resources then into the other 2 considering dragonite is only 27% ?
