The Dratini Nest in SacramentoL Low IV?

I've been farming a lot of Dratini's here and have about 3k Dratini candy. However I notice that the Dratini's I catch almost always have low IV. The highest I caught was about 62%, never higher. Anyone ever caught a high % dratini there? If not, does anyone know a place where are high IV Dratini's? Cuz I got the feeling this isn't bad luck

I have been catching Dratinis there too, manually with Nox. I didn't have a high IV one either, so it might be true. Though I think it is pure luck/random

Probably pure luck.... highest i got so far (30min~) is 64%

Got a 84% there, have about 320 candies, only ran the bot for 5hours. Totally random from what I see.
Btw, I ran the bot on a set of coordinates a little more to the south, just some meters around 38.546187, -121.240916 with 2600-3200 meters of radius.
