PSA: Appears Pokemon/Pokestop limit resets at 9AM EDT/1PM UTC

I was pokestop banned, but able to catch pokemon - probably due to pokestop limit of 2,000 - but now that it is 9:00 EDT/1PM UTC, I can once again collect pokestops. I have it set to ignore most common pokemon, so i hit that cap before the pokemon cap for the day.

    That is all!
