How to creat config catch pokemon like this??

Hello everyone.
I have some question, I want to creat a config file like this. But not dratini.

How to do that???

1. So can i want to add more Snipper server?? --> How??
(ex: PokeSnipers.com)


2. Add Pokemon location to config.json. I don't know how to find that. From Poke Location --> Ex: Gyarados 16.774172, 96.157876 ??? isn't it??
