Even with GPRS Internet over your Smart Phone you get a IP adress. If you let multiple bots run over said IP Adress (e.g. via a Hotspot) you should still get a ban/soft ban because its just one ip adress
you still only have one ip from your cell phone provider. the only thing i now is working (because i am currently using it right now), is if you setup multiple bots and asign a different adress to each one of them with multiple proxies/VPNs. only problem here is finding reliable and multiple proxies. i am using NordVPN which is a paid VPN service.
Use you phone as a hotspot. Usually the ip you get from ISP in phones are local ip addresses and alot of users share the same internet ip. They can't ban users based on ip then because they would ban loads of users.
Theese are local/private ip ranges, they are not accessible from internet, my mobile ISP gives me ip in the 10.0.0.0 range, but my internet ip i totally different shared with alot of other users.

Most ip-v4 addresses are already used, mobile IPS could never give all mobile unique addresses since there aren't that many addresses available.
if your ISP gives you shared ip adresses, you CAN try your method with multiple accounts running trough it.
mine gives me a static ip adress asigned to my mobile numer/contract.

Really? I didn' think that was available for mobiles. Maby if you pay extra for for some special reason.
What does your ip start with? I find it most unusual that ypu have a static internet address, there are probably more mobile phones than ip addresses, and most ip addresses are bougt by companies.
no it has to do with my mobile phone contract because its a phone from work, and i can access certain work related websites from my phone which would otherwise (without this static IP adress) be blocked
Setup your mobile as a wifi hotspot, connect your pc to that hotspot and run your bots.
I don't know any way to connect to mobile networks without a mobile.
Edit:
If you pay per megabyte this might cost you something, it depends on your deal with your mobile ISP. However I don't think it running bots use alot of bandwidth.
