in my personal opinion , Catch Flee is new type or Softban or IP BAN .

You could read the Sticky!
In any case, Fleeban is a softban, considering, you can still farm Pokestops, as well as use other accounts on the same IP.

I was flagged as pokestop ban instead of fleeban. I guess it probably is permanent soft ban. Every pokestop I loot, it will get "try again later". Without any resources, I am running out of pokeball and potion. I still can catch pokemon and battle at gym but without pokeball and potion, I will get dying very soon. Just like no different with permanent ban.

why do so many idiot already conclude it's a permanent ban as soon as they get banned in whatever way?
Unless Niantec tells you explicitly that you are permanently banned, then it's not a permanent ban.
