Yes, it most certainly is a ban. However, since Niantic released the seek-and-destroy bot to ban accounts no one has seen an account over level 32 in a gym anywhere...why? Because that was the threshold they STARTED with a few weeks ago. How hard do you think it is for Niantic to simply program a "macro" to search their database for all accounts level 30+, cross reference the start date of the account, and enable "do not allow server access"?
The reason it took them a while to launch the ban campaign was because their backbone is shaky at best and they didn't want a million emails or issue reports to flood in over night. But by targeting the OBVIOUS bot accounts (level 30+ with multiple Snorlax maxed, with an account that just started a month prior, they are PermaBanning those of us who knew we might one day be banned for our breach of TOS.
Also, the reason you can still log into your online PTC account with the banned username is that they haven't moved to permanent removal of account data YET...as they know there will be accidental banning. If you have been banned, when you log into your PTC account, you will NOT be able to alter password, email address, etc, and you will see a "Scheduled Maintenance" message.
So yes, the PermaBan is real and here to stay.
if you have a level 30+ account and have not been PermaBanned yet, stay out of gyms. My level 33 account was banned within minutes of taking over a gym and owning it with my maxed 3000+CP Dragonite. That was over a week ago.
HOWEVER, my level 27 account (botted it to level 25, then started using Pokemon Go++ 1.3.1) is still alive and well. I have been being careful, the app doesn't allow jumping/transport and I'm sticking close to where my house is (so NJ, NYC, Philly). BUT, I have lost the ability to alter the account via PTC, I get the "Scheduled Maintenance" message, even though I can play the game via PG++ and regular. My 4 other level 25-27 accounts are facing the same exact thing, so I can only assume that they are first targeting level 30+ accounts. THE ONLY account that I have that can alter my profile info on PTC and works fine is only level 19 and I started it with the cucu (iEnchantify) GPS spoofer. So it seems logical and assumable that the PermaBan is targeting the hard-to-believe high level accounts. When I was plunking about San Francisco I saw endless gyms owned by level 35-39 accounts everywhere. I have not seen anything higher than level 30 in a gym all over the NYC/NJ tri-state area in over a week.
There has to be a way around this...even the PermaBan accounts are not fully deactivated, just not able to get account information from the Niantic servers...

all my accounts with snipping were banned,
my accounts with at least a softban were banned...
my account with no softban or anything but botting was banned today after placing a pokemon to protect a gym...so for me im pretty sure it was the pokemon in the gym...
my account with no bots, no softbans only gps spoofing still running after wave one, wave two and all the waves...

Two out four accounts got banned today (level 23 and 24). Botting an hour or two each day, and using Ninja bot, Slow speed at 15k/hr xp. Nil sniping. Neither account has been played manually. Expect the other two to bite the dust soon. Will have to wait for new API, as current one is not safe.

the accounts that I was botting for the last 4 days using the most humanized configs, they don't have no names or starter pokemon and I never signed in with them ever, they all got banned today!
that's it for me I learned my lesson Botting = permban whatever I do !! I quit botting and I quit the game !!

There was another ban wave today. Same thing happened to me. 6 of my accounts got banned all at the same time today.
I only got 1 left, my main who never botted whatsoever.

Hi, I've been using necrobot with multiples configs over the past 2 weeks and I thought I was ok because I didnt get ban.
But then my account where I did most botting got perm ban, I stopped I knew it was a matter of time. then a couple of days later my other account got perm ban I hardly did anything on that one just snipe a couple of rares with high IVs with pokesniper2 I sniped manually. now here is the weird thing when I was checking to see if it was a mistake for my perm bans jsut being hopeful. I logged in with my third account and it was not ban I said sweeeeeet got my level 20 account intact. I'm gonna get off work and play a little got off work 3 hours after I logged in and BAM perm ban. Is my phone IP address causing this? Also I only bottle on my third account once a while back.

Basically, yes. Stop using the sites. Now that the information will be in game, they'll ban who IV check.
There will be an IV check similar to the others pokemon games.
You'll ask for your team leader if your pokemon is good.
Based on what he says, you know (in theory) if your pokemon has good ivs.
